A Qualitative Study to Improve Human Rights of Older Adults in Rural Areas

Abstract
The purposes of this study were to identify the concept and level of human rights of older adults in rural areas by the perceptions of professionals and to suggest ways to improve human rights for them. Focus group interviews were conducted three times with 16 professionals in Chung-nam, Jeon-nam, and Kyeong-buk provinces from September to November in 2017. Purposive and snowball sampling were used to select samples and data were analyzed using thematic textual analysis. The results showed that professionals regarded human rights of rural elderly as an important concept, but they have difficulties in defining this concept to apply to rural areas. Sometimes, the perception of human rights of rural elderly appeared distorted due to the misunderstanding of this concept. In addition, the level of human rights of rural elderly was poor, compared to welfare level, and professionals raised issues in economic areas, health and welfare service areas, and role of community and gender. In order to enhance the levels of human rights for rural elderly, professionals, also, suggested strategies 1) to provide education for human rights, 2) to create safe working environment, and 3) to enhance health and welfare infrastructures. Findings from the study, specific strategies for improving human rights for older adults in rural areas were suggested.
